Position Summary:

The Grant Programs Associate serves in a project management function on the Fund’s Grant Programs team. The Associate oversees a portfolio of projects and coordinates other staff to ensure each award in the portfolio is properly managed for technical performance, financial responsibility, and overall compliance. Additionally, the GPA will support the Fund's business development efforts by supporting strong performance of projects that serve as proof-of-concept for future funding, as well as by contributing to development of sector-level strategies. The Associate will travel up to 20% of their time (once it is safe to do so again).

 

Responsibilities

  • Serve as the primary point of contact to oversee subaward monitoring on a portfolio of projects to ensure GFEMS and its subrecipients remain compliant with donor regulations and contractual obligations.

  • Project manage the Fund’s review and awarding of grant funds, including releasing solicitations, tracking applicants, reviewing proposals, conducting due diligence, supporting potential applicants along the proposal process, and managing contracting with successful applicants.

  • Work with project staff and subrecipients to launch projects, maintain a regular reporting schedule, conduct site visits (once it is safe to do so again), troubleshoot issues, and close-out projects.

  • Monitor subrecipient expenditure and supporting financial documentation and manage subrecipient payments in coordination with the Fund’s Finance team.

  • Develop contract modifications and support amendment process, as required.

  • Work directly with subrecipients and GFEMS technical staff to identify and address issues with subrecipients’ program delivery, build subrecipient capacity to deliver programs, and circulate lessons learned and best practices between subrecipients and, where appropriate, to external stakeholders.

  • Coordinate cross-team collaboration among the Evidence and Learning, Finance and Operations, Strategy and Design, Communications, and Country Leads to ensure strong program delivery.

  • Contribute to the Fund’s regular reporting obligations to its donors.

  • Support development of proposals for additional GFEMS funding when appropriate.

  • Perform other duties as needed.

 

Qualifications

  • Bachelor’s degree—or equivalent experience—required; additional degrees or certifications in project management or international development an asset.

  • 2-5 years of progressive work experience in relevant functions, including grant management experience.

  • Experience in a project management capacity for UK FCDO and/or Norwegian (Norad) Assistance Awards.

  • Experience applying regulatory principles of the FCDO Smart Rules and Cost Eligibility Guidance to activities and expenses in order to maintain compliance with UK assistance award terms and conditions.

  • Experience applying regulatory principles of Norad’s grant agreement and procurement policies to activities and expenses in order to maintain compliance with Norwegian assistance award terms and conditions.

  • Understanding of human trafficking, intervention models, and overall trends in the field is highly desired—ideally through direct work experience.

  • Through previous experience, demonstrated ability to (i) maintain an organized system of tracking, monitoring, and prioritizing tasks and projects being completed by global staff across organizational hierarchy—be able to manage up, down, and across; and (ii) process documents and information in significant quantities with high level of detail and accuracy.

  • Experience working with individuals from diverse professional backgrounds, levels of seniority, cultures, and values; field experience implementing economic development, human rights, or similar projects—or home office experience with an organization implementing projects in the developing world—highly valued.

  • Strong oral and written communication skills; demonstrated professionalism in written correspondence; and good judgment in handling interactions with individuals at all levels inside and outside an organization, including government officials.

  • Demonstrated adaptability and teamwork skills required.

  • Strong computer and SaaS skills, including use of Microsoft Office Suite, Google Suite, productivity software like Slack, and other common enterprise tools.
