Request for Concept Notes

The Global Fund to End Modern Slavery (GFEMS) is pleased to announce new funding available to combat modern slavery through a cooperative agreement with the U.S. Department of State, Office to Monitor and Combat Trafficking in Persons (J/TIP). GFEMS will distribute approximately USD 10M across eleven opportunities in-line with its overall Theory of Change.  These opportunities fall into the following categories:

  • Kenyan labor migrants: Strengthen formal employment pathways and eliminate trafficking avenues 

  • Ugandan labor migrants: Strengthen formal employment pathways and eliminate trafficking avenues         

  • Reduce commercial sexual exploitation (CSE) in Kenya through stronger justice responses, victim protection, and community engagement 

  • Reduce CSE in Uganda through stronger anti-trafficking institutions, survivor care, and community engagement   

Please read the Fund’s full Request for Concept Notes for more details. Applicants must submit an 8-page concept note in the required template by the deadline to be considered for any funding. We look forward to reviewing your concept notes!

  • Concept Note Deadline: May 8, 2020, 11:59 pm EDT. Please submit your concept note by the above deadline to [email protected] with the subject “Opportunity X Concept Note.” Fill-in the “X” for the opportunity number you are responding to. Please submit your concept note as a PDF.

  • Intervention Award Ceiling: USD 2.5M 

  • Intervention Award Floor: USD 250K 

  • Intervention Period of Performance: 24 Months


Indicative Timeline

  • Call for concept notes released: April 3, 2020 

  • Notification of Invitation to co-creation: Early June 2020

  • GFEMS Co-Creation: June-July 2020

  • Final proposal due: Late July 2020

  • Contracting: August 2020


Rules

  • All applicants must use the Concept Note Template in Section C of the attached Request for Concept Notes.

  • The concept note must be no longer than 8-pages, excluding cover sheet and attachments. The concept note must be in single spaced, 12 pt. Times New Roman font; applicants may include tables or charts using 10pt. Times New Roman font within their 8-page limit. Nothing over the 8-page limit will be included in scoring.

  • Questions and concept notes must be sent via email to [email protected].

  • Use the subject line “PEMS 2 Opportunity X Questions” for questions. Fill-in the “X” for the opportunity number you are responding to. 

  • Use the subject line “PEMS 2 Opportunity X Concept Note” for concept notes. Fill-in the “X” for the opportunity number you are responding to. 

  • Late submissions will not be accepted.
